a.m.  入国時に無作為のPCR検査が実施される。2023年1月23日から入国手続きの迅速化を図るため、検疫、入国審査、税関申告のデータを含むデジタルフォームD'Viajerosの提示を全旅行者へ求める。デジタルフォームへの入力は、入国48時間前から可能。すべての渡航者は到着時に以下の書類を保健職員に提示する必要がある。ア 18歳以上の場合は出発14日前までに新型コロナウイルスへのワクチン接種完了を証明するワクチン接種証明書。18歳未満は新たな通知があるまで免除。イ 健康申告書。ウ 過去90日以内に新型コロナウイルスに感染した場合は医療機関による証明書または回復を示す診断書。2022年8月13日以降、グアテマラへの入国に際し、新型コロナワクチン接種証明書及びコロナ検査の陰性結果証明書の携行は不要。2歳以上の者は、マスク着用を強く推奨(ただし、呼吸器疾患等によってマスク着用に耐えられない場合は免除する。)。ア 証明書 (ア)全てのケニアへの渡航者は、新型コロナワクチン接種証明書を保持していなければならない。(※)イ 免除対象 (ア)PCR検査要件免除対象者:  ●2回のワクチン接種を完了している渡航者 (イ)新型コロナワクチン接種要件免除対象者:  ●健康状態を理由にワクチン未接種の者。該当者は、医師が作成した、ワクチン未接種の医学的根拠を記した文書を提出することが求められる。  ●90日以内に新型コロナウイルスに感染した者や、その回復期にあった者。該当者は、90日以内に感染から回復したことを記載した、医師作成の文書の提出が求められる。  ●ワクチン未接種のケニア国籍者で、現在の居住国でワクチン接種が難しい者。該当者は、渡航前に「Chanjo-ke」に登録し、ケニア到着次第ワクチンを接種しなければならない。入国前に登録の証明が求められる。 (ウ)新型コロナワクチン接種及びPCR検査要件免除対象者:  ●5歳未満の子供ウ 到着後検査  ワクチン接種を完了していない者は、ケニア到着時に自費(30米ドル)にて抗原検査を受検しなければならない。同抗原検査の結果、陽性であった場合、自費(50米ドル)にてPCR検査を再受検し、自主隔離を実施する。5歳未満の子どもに対するPCR検査要件は免除する。エ 必要書類 (ア)全てのケニアへの渡航者は、渡航前にTravelers’ Locator Formに登録しなければならない。( https://ears.health.go.ke/airline_registration/ 及び Jitenge App ) (イ)ワクチンや検査の証明書は、https://globalhaven.org/にアップロードしなければならない。 (ウ)ケニアを出国する場合には、渡航先の国の新型コロナ水際対策措置等に従うことが求められる。※ なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。国際線到着後、全ての乗客は、検疫の対象となる。コートジボワールに到着する渡航者に対しては新型コロナウイルス検査(PCR検査)陰性証明書の携行が義務付けられ、陰性証明書の有効期間はコートジボワール到着から起算して3日(72時間)以内である。なお、2022年3月7日 から、ワクチン接種証明書を提示する渡航者に対しては、PCR検査は求められない(※)。※ なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。2022年4月30日から、コソボ入国時のワクチン接種証明書又はPCR検査陰性証明書の提示は不要であるが、コソボ国内では、16歳未満を除き、上記証明書いずれかの保持が義務付けられている。ワクチン接種証明書を提示できる場合は、PCR検査による陰性証明書の提示は不要。(※)ワクチン接種証明書の提示がない場合には、72時間以内のPCR検査による陰性証明書の提示が必要。※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。コロンビアに空路で入国する18歳以上の者は、①搭乗の14日以上前にワクチン接種を完了したことを証明する接種証明書(紙媒体か電子媒体かは問わない)、②搭乗前72時間以内のPCR検査の陰性証明書、③搭乗前48時間以内の抗原検査の陰性証明書のいずれかを提示する必要がある(17歳以下は入国条件無し)。ワクチン接種を完了していない入国者について、入国72時間以内に受検したPCR検査陰性証明書の提示が求められ、到着時、ンジリ空港においてPCR検査を実施することが必要である(費用:45米ドル)(※1)。ワクチン接種を完了した入国者(注:ファイザー、モデルナ、アストラゼネカを2回接種、またはヤンセンを1回接種)については、接種証明書を提示する(※2)ことにより、上記措置は免除される。出国に際して、ワクチン接種完了者を除き、渡航者は、出発前72時間以内に受検したPCR検査陰性証明書の提示を求められる。※1 なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。居住者でない外国人渡航者に対しては、新型コロナ治療費等をカバーする医療保険への加入も義務付ける。ア 新型コロナウイルスに係る全ての渡航制限は解除される。イ 乗組員を含む全ての渡航者は、ワクチンカード/証明書の提出、又は搭乗前の新型コロナウイルス検査は求められない。ウ サモア到着時  (1)全ての渡航者は常時マスクの着用及び到着後最初の数日間は感染予防対策をとることが強く推奨される。  (2)全ての渡航者は、機内でarrival health declaration formを書き終え、有効な現地電話番号及びメールアドレス/Facebook情報を提供しなければならない。  (3)偽りの情報を提供した渡航者は罰金に処される。 サントメ・プリンシペへの入国に際して、有効なワクチン接種電子証明書を所持しない全ての渡航者(12歳以下を除く。)に、入国48時間前までに実施した抗原検査陰性証明書又は72時間以内のPCR検査陰性証明書の提示を義務づける。ザンビアに入国する渡航者に際しての主な検疫措置は以下のとおり。ア 新型コロナウイルス・ワクチン接種を完了している渡航者   新型コロナウイルス陰性証明書は必要なく、ワクチン接種の完了を証明することが求められる。ワクチン接種の完了は、例えば2回接種型ワクチンにおいて2回の接種完了を意味する。イ 新型コロナウイルス・ワクチン接種を完了していない渡航者  (ア)出発国において出発の72時間以内に検体採取されたPCR検査による陰性証明書の提示が求められる。  (イ)上記条件を満たさない渡航者は、個人負担により再検査の対象となる。  (ウ)陽性結果となった場合、個人負担による自己検疫が義務付けられ、ザンビアの地域におけるプロトコルに従う。ウ その他 (ア)12歳以下の子供は上記措置から免除される。 (イ)ザンビアに到着する全ての渡航者は体温確認の対象となる。 (ウ)全ての渡航者は健康状態申告書を港湾保健職員に提出する必要がある。イタリア及びバチカン市国以外の国からの入国者(直近14日間に右2国以外の国に滞在していた者を含む。)(※)は、入国時に新型コロナウイルスのワクチン接種証明又は入国前48時間以内のスワブ検体の分子検査による陰性証明書の提出が必要となる。また、入国時に出発先を明らかにしない場合、又は健康管理・自己隔離に関する規定を遵守しない場合は、行政罰として1,000ユーロの罰金が科される。※ なお、証明される仕事上の理由、健康上の理由、必要性のある状況、学業上の理由を除き、サンマリノとイタリア国内でレッドゾーンに指定される州(注: https://www.it.emb-japan.go.jp/itpr_ja/covid_19_misureGAR.html を参照)との間の移動が禁止されているため、入国時のルートに注意が必要。ア・ワクチン接種者はシエラレオネ入国前及びシエラレオネ空港到着後のPCR検査の受検は不要。   ・ワクチン未接種の者及び部分的に接種している者については、シエラレオネ入国前の検査は不要だが、シエラレオネ到着時のPCR検査を受検する必要がある。   ・シエラレオネ出国の際は、ワクチン接種者・未接種者ともに出国前48時間以内にPCR検査を受検する必要がある。イ 全ての乗客は、シエラレオネ政府の旅行ポータルサイト(www.travel.gov.sl)で、シエラレオネへの旅行許可証を取得し、また、出発地のチェックイン・カウンターで当該旅行許可証を提示しなければならない。旅行許可証は以下の内容で構成される。  ・渡航前公衆衛生乗客位置情報フォーム (Pre-departure public health passenger locator form)  ・シエラレオネ到着時のPCR検査等費用の支払い証明ウ 全ての乗客は、シエラレオネ到着時、以下のとおり義務的な検査を受けなければならない。  ・PCR検査及びRDT(迅速診断)検査を同時に受ける。  ・2回の検温が行われ、37.5度以上の体温がある乗客は追加的検査(further observation)のため、個別に対応される。  ・RDT検査が陰性の場合、乗客はルンギ国際空港からの移動が許可されるが、公衆衛生上の規定(マスク着用、手洗い、物理的距離の確保等)を遵守しつつ、PCR検査の結果を待つ。  ・RDT検査が陽性の場合、PCR検査の結果が判明するまで、乗客はルンギにあるホテルで隔離される(当該ホテル滞在費用は乗客側負担となる。)。  ・PCR検査の結果がRDT検査の結果に優先する。  ・PCR検査の結果は、ルンギ国際空港到着時に確認された現地連絡先宛に48時間以内に通知される。  ・PCR検査で陽性の場合、公衆衛生局の職員から連絡があり、適切な治療施設に搬送される。  ・航空機内で陽性患者の近くに座っていた乗客は一次的接触(primary contact)とみなされ、自主隔離の上、公衆衛生局職員によるモニタリングを受ける。エ 2歳未満の子供については、渡航前及び到着時のPCR検査は免除される。オ シエラレオネ入国する者で、ワクチン未接種者については、入国時のPCR検査で陰性結果が出るまでの間、自身で政府指定ホテルを予約の上、自費による義務的隔離に服する。ア 入国者は、出発前3日以内に実施した新型コロナウイルスRT-PCR検査の陰性証明書の提示が必要である。 イ 18歳以上の出国者(ジブチ人及び居住者)はワクチン接種証明書(※1、2)又はジブチ保健省指定のワクチン免除証明書が必要である。ワクチン接種証明書の決まった書式はないが、英語又はフランス語での記載が必要。※1 なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。※2 ジブチ空港当局や航空会社の運用にタイムラグや混乱が生じる可能性もあるため、事前に陰性証明の有無を航空会社に確認するなど十分御注意ください。※シリアは全土に危険情報として退避勧告(レベル4)が発出されており、渡航は止めてください。日本を含む25か国から渡航する外国籍の者について、シリアにおける居住資格・発行査証の有無にかかわらず入国を禁止する。シンガポール入国に当たっては、ワクチン接種完了(シンガポール到着までに所定のワクチンの2回接種を終え2週間を経ていること)等が必要。 WHOが認証するワクチンを2回以上接種している訪問者及び居住者については、陰性証明書の提示を必要としない。なお、ワクチン接種を完了していない者は、引き続き、入国時に出国前48時間以内に受検したPCR検査の陰性証明書を提示しなければならない。有効な陰性証明書を提示しない訪問者については、入国を拒否されることがあり、居住者については、ジンバブエ入国時に自己負担でPCR検査を受検しなければならない。また、ジンバブエ入国後、自己負担により10日間指定施設で隔離される。 海外からの渡航者については、ワクチン接種証明書(※)、医療保険(最低30日間補償されるもの)及び黄熱病予防接種証明書(黄熱病リスク国からの渡航者)が必要。  ワクチン未接種又は未完全接種者が渡航する場合、出発前48時間以内に受けたPCR検査陰性結果又は出発前24時間以内に受けた抗原検査陰性結果、医療保険(最低30日間補償されるもの)、黄熱病予防接種証明書(黄熱病リスク国からの渡航者)の提示が必要。※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。ア 空路または海路で入国する全ての者の「新型コロナウイルスワクチン接種証明書」または「スリランカ入国前の新型コロナウイルス検査(PCR/RAT)の陰性証明書」の提出は不要。イ 外国籍者/観光旅行者がスリランカ到着後に新型コロナウイルスに罹患した場合、私立病院/ホテル/住居において7日間の隔離が必要。また、治療・隔離にかかる費用は自己負担。国外からの航空便・船便の乗客は、チェックイン、搭乗及び入国の際、ワクチン接種証明書(※)及び出発地で搭乗前48時間以内に受検したPCR検査の陰性証明書を提示することが求められる。※ なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。12歳以上の入国者については、4週間前までにワクチン接種を完了している場合、入国前のPCR又は抗原検査は不要。チェックイン時及び求められた場合は入国時にワクチン接種証明書を提示する必要がある。12歳未満の入国者については、ワクチン接種が必須ではないが推奨される。入国前72時間以内のPCR検査での陰性結果をチェックイン時及び求められた場合は入国時に提示する必要がある。国籍を問わず全てのタイプのビザ申請を受付中。ただし、オンアライバル・ビザ(タイの空港到着後に取得するビザ)での入国は一部の国を除き不可(日本国籍者も不可)。※最新情報は在タイ日本国大使館又は駐日タイ王国大使館のホームページを参照下さい。ア 2022年9月29日0時から、日本を含め査証免除措置を全面的に再開する。(注:台湾の有効な居留証を所持しない非台湾籍者の入境を再開) ※ 入境制限措置等の詳細については、こちらのURL(日本台湾交流協会HP https://www.koryu.or.jp/tabid2169.html )を御覧ください。イ 全ての入境者は、指定の防疫ホテル等で入境後7日間(到着日の翌日起算)の自主防疫を行う。ウ 8月15日0時(フライトの台湾到着定刻時間)以降、全ての入境者は、入境前2日以内(搭乗日は含まず。)に検査したPCR検査陰性証明の提出を不要とするが海外で陽性判定を受けた者は、境界を越えた感染拡大を避けるため、検体採取日から7日以内は航空機への搭乗を見合わせるよう求める。 ※入境後の行動制限等の詳細については、こちらのURL(日本台湾交流協会HP ①自主防疫の場所は、「一人一室」(独立のバス・トイレ)を条件にホテル、自宅或いは親族知人宅を原則とする。  ②重症化リスクの高い者(65才以上の高齢者、6才以下の幼児、免疫不全或いは免疫力が低下している者等)に出来る限り接触しない。  ③有症状者は自宅で休息する。無症状で外出前2日以内の家庭用簡易抗原検査キットの陰性結果があれば外出、出勤、登校は可能とするが、常時マスクを着用する。  ④レストラン内で一人若しくは特定の対象者と食事をすることは可能だが、離席する際、食事終了後は直ちにマスクを着用しなければならない。  ⑤病院への付き添い、見舞いは禁止する。緊急ではない診療や検査は延期する。  ⑥検査で陽性であるが軽症の場合は、防疫ホテル(一般のホテルは不可)や集中検疫所、元々の自主防疫場所で在宅療養することができる。 外国人は、到着後の体温測定並びにワクチン接種証明書(※)及び出発国出国前72時間以内のPCR検査陰性証明書の提出が必要となる。ワクチンの条件は、WHOが認定したワクチンであること、2回以上接種していること、証明書にQRコードがついていることである。ただし、日本の証明書については、QRコードがない場合も利用可能。※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。日本からタヒチ(フランス領ポリネシア)に入国する際の条件は以下のとおり。ア 到着前24時間以内のオンライン調査票登録   タンザニア保健省 オンライン調査票登録サイト:https://afyamsafiri.moh.go.tz/travellers/   (※現在、システムメンテナンス中のため入国時のオンライン調査登録の確認は行われていない。)イ ワクチン未接種又は1回接種のみの場合は、出発前72時間以内に受検したPCR検査陰性証明書の提示が必要。   ただし、ワクチン接種証明書(2回接種済)の提示がある場合は、PCR検査陰性証明書が免除されている。また、5歳以下の子供、航空機乗務員及び乗継ぎの渡航者については、上記陰性証明書提示義務を免除する。ウ 到着後、空港で体温検査が必要となる。※チャドは全土に危険情報として渡航中止勧告(レベル3)又は退避勧告(レベル4)が発出されており、渡航は止めてください。公用目的以外の入国は基本的に許可しない。到着72時間前までのPCR検査陰性証明の所持及び入国後の7日間の自主隔離(1週間以内の期間に滞在する入国者は除外。)が義務付けられている。また、パスポートは預けなければならない。自主隔離7日目にンジャメナ市内でPCR検査を再度受検(自費。ただし1週間以内の期間に滞在する入国者は除外される。)し、預けていたパスポートはPCR検査受検の領収証と引き換えに返却される。※中央アフリカは全土に危険情報として退避勧告(レベル4)が発出されており、渡航は止めてください。航空機で入国する者は、出発72時間前までに受検・取得したPCR検査陰性証明の提示、問診票の作成・提出、到着時の検温及び問診の実施等が求められる。感染リスクが高い国・地域からの入国者については、14日間の自己隔離、各種感染防止措置等が義務付けられる。14日間の自己隔離の免除を希望する場合には、入国後48時間以内に自費にてPCR検査を実施し、中央アフリカ保健・人口省に申請を行う。全ての入国者は、感染防止対策、特にマスクの着用が求められる。①商業・貿易(M)、②交流・訪問・視察(F)、③就労(Z)、④長期留学(X1)、⑤随行家族(S1、S2)、⑥親族訪問(Q1、Q2)、⑦乗務員(C)等に査証申請範囲を制限。また、査証申請時にワクチン接種証明書が必要。なお、有効な居留許可(留学含む)又はAPEC・ビジネス・トラベル・カード(ABTC)を有する者も入国可能。日本から中国への渡航には、出発前48時間以内に指定フォーマットによる陰性証明書が発行できる検査機関でPCR検査を実施した上で、「健康コード」を申請・取得する必要がある。入国後は、指定施設での隔離及び自宅隔離が必要。※中国政府の発表(11月11日)によれば、5日間の施設隔離及び3日間の自宅隔離が必要とされていますが、実際の運用は各地で異なります。詳細については、在中国日本大使館・総領事館のホームページをご覧ください。チリ保健省は国内外の新型コロナウイルスの衛生状況に鑑み、警戒レベルを3つのカテゴリーに分類した出入国に関する規則を運用。2022年9月11日現在は規制が最も緩和されるレベル1を適用中。レベル1とされている間、チリへの渡航には、①接種した国で有効とされる新型コロナウイルス・ワクチン接種証明書又は②チリに向けて出発する48時間前以降のPCR検査陰性証明の提示が必要(6歳未満を除く)。なお、入国時、入国後の対応は次のとおり。ア 入国時の対応  無作為抽出によるPCR検査を実施イ 入国後の対応  (ア) 搭乗機で陽性者が報告されない場合:規制なし  (イ) 入国時に陽性となった場合:衛生規則に従い7日間の隔離を実施  (ウ) 搭乗機で陽性者の濃厚接触者と認定された場合:一般衛生規則に従うウ ゲノム解析  直近の14日間にチリ入国に際してPCR検査で陽性となった渡航者又は同渡航者の濃厚接触者に対しては、ゲノム解析を実施。ア 18歳以上の渡航者は、入国する2週間前までにワクチン2回接種を完了していること(※)。イ ツバル到着時にRAT検査を受診すること。その結果陽性だった場合には、PCR検査を受診すること。 ※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。 入国時に、入国前5日以内に取得したPCR検査の陰性証明書又は新型コロナウイルスワクチンの接種証明書(※)を提示する必要がある。 また、ワクチン未接種の渡航者は、空港でのPCR検査受検が必要である。※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。全ての渡航者は、出入国前にオンライン上で『E-TICKET』申請(出入国書類、税関申告書及び健康宣言書の入力)を行う必要がある。全ての渡航者に対して体温検査が行われ、38度以上のもの、及び新型コロナウイルスの症状のあるものは簡易の呼気検査を受ける。無作為に抽出された渡航者に対しても簡易の呼気検査を行うが、到着72時間前までに実施した新型コロナウイルスPCR検査の陰性証明書又は最終接種から3週間以上経過したワクチン接種証明書の提示がある場合には免除する。南アフリカ共和国、ボツワナ、レソト、ナミビア、エスワティニ、アンゴラ、ブラジル、インド、豪州、英国(イングランド、北アイルランド、スコットランド及びウェールズ)、インドネシア、イラク、イラン、クウェート、モナコ、アイルランド、コンゴ民主共和国、セントビンセント及びグレナディーン諸島、セネガル、シリア、スイス、タイ、チュニジア又はスペインからドミニカ共和国に到着する全ての乗客(当該第三国を経由して到着した者及び入国14日間前に該当する国に滞在した者を含む。)に対しては、ワクチン接種証明書、到着72時間前までに実施した新型コロナウイルスPCR検査又は抗原検査の陰性証明書の提示を求める(7歳未満の搭乗者は免除)。全ての入国者は、適切なフェイスマスクを着用する必要があり、公衆衛生規則等を遵守することが奨励される。全ての隣接国との陸路国境を閉鎖する。入国する全ての外国人は、入国前48時間以内に受検したPCR検査の陰性証明書に加え、ワクチン接種証明書(初回接種から42日経過したものが有効)を提示する必要がある(ワクチン接種証明書の提示については、満18歳以上が対象)。入国時検査で陰性が証明されれば入国が許可され、3日間の自主隔離(自宅)となる。 なお、入国時検査は有料で、43米ドル。ア 12歳以上の外国人渡航者は、入国搭乗便前にチェックイン・カウンターにおいてワクチン接種証明書の提示が求められる。イ 全ての渡航者はワクチンの完全接種(2回)の完了が求められる。また、ブースター接種(3回目)の完了が推奨される。ウ ワクチン接種証明書は、チェックインの際に紙媒体で提示されなければならない。電子機器の電子文書でも同様に受け入れられる。エ 旅行保険への加入が推奨される。オ トンガ到着後  (1)すべての渡航者は感染予防対策に従い、公共の場ではマスクを着用し、ソーシャルディスタンスを維持し、手指の消毒の励行が奨励される。小売店、職場、大規模集会、公共交通機関、バス停及び教育機関においてはかかる対策の励行が特に奨励される。  (2)渡航者を含むすべての人は、商店主等がそれぞれの標準営業規則(Standard Operating Procedures:SoPs)に基づき課す特別の要請に従う必要がある。  (3)保健省施設においては今後も、新型コロナウイルスの症状、或いはそれが疑われる症候が見られる患者には検査が求められる。  (4)すべての渡航者は渡航の際、機内にて到着時健康状態申告書を記入しなければならない。それぞれの航空会社は、渡航者が記入できるよう同申告書を用意しておかなければならない。  (5)到着後に新型コロナウイルス陽性判定を受けた者は、判定の日から5日間自主/自宅隔離を行わなければならない。仮に5日間を経過しても依然として症候が見られる場合、自主/自宅隔離は3日間延長される。回復した者は、隔離終了後5日間マスクを着用しなければならない。 (注)すべての提出書類は英語で記載されていなければならない。他の言語で記載されている場合は搭乗を拒否される。ア ワクチン接種状況に関係なく、渡航前及び到着後のPCR検査は不要。イ 全ての渡航者は、簡易版の健康状態申告書(Health Questionnaire Form)(新型コロナウイルス専用ではない)をオンライン国際渡航ポータルにて記入する必要がある。また、出発前にこのフォームに記入できない場合、到着時に記入できる。航空機によりナウルへ渡航する全ての者は以下に従わなければならない。 ア 出発72時間前以内に実施したPCR検査の陰性証明書の提示。 イ 新型コロナウイルス・ワクチン接種を完了した証明書の提示。 ウ ナウル到着後迅速抗原検査の受検。 エ 上記ウで陰性だった者は、翌日ナオエロ保健センターにてPCR検査受験まで自宅等で待機。直近の14日間をニュージーランドに滞在していたニウエ人、ニウエ居住者、ニウエ人の配偶者や子供、外交官、技能専門職等を含むエッセンシャル・ワーカー及び渡航する切迫した理由がある者のみ入国が可能となる。ニュージーランド以外の国からニウエに入国する場合、内閣の許可証が必要となる。全ての入国者は、原則入国後に14日間の強制的な隔離措置を受けることになる。また、ニュージーランド以外の国からニウエに入国する場合、入国前にニュージーランドで14日間の隔離措置を実施することが求められる。また、入国に当たって、ニュージーランド出発前の4営業日以内に陰性証明を提出する必要があり、また、隔離施設が定員超過等のため14日間の自主隔離を申請する場合は、ニュージーランド出発の4営業日前及びその9日前の2回、陰性証明の提出が必要である。ア 年齢を問わず、全てのニカラグアへの入国者は、以下イの条件を満たすCOVID-19 のワクチン接種を完了し、その接種証明書を提出する場合に限り、PCR検査陰性証明書の提出が不要となる(ワクチン接種証明書を提出できない場合には、以下ウのとおりPCR検査の陰性証明書の提出が必要。)。イ ニカラグア政府が認めるワクチン接種完了要件は以下のとおり。ウ PCR検査(リアルタイムPCR検査(鼻咽頭スワブ法))は、入国前72時間以内(アジア、アフリカ、オセアニアからの場合は入国前96時間以内) に実施し、その陰性証明の提出が必要。エ ニカラグアでは、入国後の隔離措置は義務づけられていない。日本からの渡航者のうち、ワクチン未接種者又は最後のワクチン接種日から少なくとも4週間経過しているワクチン接種証明書を提示しない者には、到着前72時間以内に検体採取したPCR検査の陰性証明書の提示が求められる。(※)※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。2022年9月13日以降、ニュージーランドへの入国に際し、ワクチン接種証明書の提示は不要。また、全渡航者に対し、入国時に提供される迅速抗原検査を用いて、指定の日(0/1日目及び5/6日目)に検査を受検することを推奨。空路又は陸路によりネパールに入国する者は、新型コロナウイルス・ワクチンを2回接種した証明書を提示しなければならない。証明書を提示できない者は、出発前72時間以内に取得した新型コロナウイルス感染症の陰性証明書(リアルタイムPCR、True NAAT、Gene Xpert)の提示を義務づけられる。これまでネパールに入国する際に提示の必要があったアライバル・フォームについては、7月30日以降不要となっている。ハイチに入国する全ての者に対して、ワクチン接種証明書又は旅行前72時間以内のPCR検査若しくは抗原検査の陰性証明書の提示を義務付ける。12歳以上の乗客がパキスタンに到着する国際線に搭乗する場合、必要な回数のコロナワクチン接種(ワクチンの種類の指定はなし)を完了している必要がある(医学的に新型コロナワクチンの接種を控えることを勧められ、その証明書を所持している者を除く。)。必要な回数のコロナワクチン接種を完了していない12歳以上の乗客に対して、出発前72時間以内に受けたPCR検査の陰性証明書の提示を義務付ける。2022年9月12日以降、新型コロナウイルス感染症への水際対策(陰性証明書の取得、ワクチン接種証明書の提示、入国後の検査及び隔離、バヌアツ行きのフライト及びバヌアツ到着時の空港でのマスク着用)は撤廃。ただし、バヌアツ滞在中に新型コロナウイルスが陽性となった渡航者は、隔離するように要請される。パラオに入国する全ての者は、それぞれの出発地にて、パラオへの出発前に14日間のソーシャルディスタンスの維持、マスクの着用及び大規模集会の参加自粛を実施し、出発14日前までに最終接種が行われた新型コロナウイルスワクチン完全接種証明書を航空会社に提示しなければならない(接種したワクチンは、米国食品医薬品局(FDA)又は世界保健機関(WHO)のいずれかが緊急使用許可を承認又は認可したものでなければならない。パラオ到着後の検疫措置として、4日間の自己健康観察を行わなければならない(観察期間中は要マスク着用)。また、入国後3~5日目の間に新型コロナウイルス検査の受検が推奨される。パラグアイへの入国に際し、以下の措置が求められる。ア 新型コロナワクチン接種証明書の提示  12歳以上の入国者は、パラグアイ入国時に新型コロナワクチンの接種が完了したことを示す証明書を提示しなければならない(注)。  (注)ワクチン接種完了とみなす条件:  (ア)2回接種型ワクチンの場合は、2回目の接種が完了していること  (イ)1回接種型ワクチンの場合は、1回目の接種が完了していること  (※パラグアイ厚生福祉省は、ブースター接種を奨励)  ワクチン接種証明書は、英語、スペイン語、フランス語、又はポルトガル語で記載されたもので、かつ以下の事項が記載されたものでなければならない。  (ア)入国者氏名  (イ)生年月日  (ウ)身分証明書又はパスポート番号  (エ)ワクチンメーカー名  (オ)接種済みのワクチン製造番号  (カ)ワクチン接種年月日イ ワクチン接種証明書を所持していない入国者については、以下の措置を取る必要がある。 (ア)新型コロナウイルス陰性証明書の提示  新型コロナワクチンの接種証明書を所持していない12歳以上の入国者は、入国時に航空機搭乗前72時間以内に実施した新型コロナウイルスにかかる核酸検出検査(RT-PCR方式、LAMP方式、NAAT方式)による陰性証明書を提示しなければならない。 (イ)新型コロナウイルス罹患者  パラグアイ入国90日前から10日前までの間に新型コロナウイルスに感染した12歳以上の入国者は、核酸検出検査(RT-PCR方式、LAMP方式、NAAT方式)又は抗原検査による陽性判定の検査結果をもって、その事実を証明しなければならない。アレンビー橋からパレスチナ自治区へ入域する全ての外国人は、渡航前に、新型コロナウイルス感染症の治療費をカバーする保険に加入する必要がある(イスラエルのA1~A5ビザ又はB1ビザを所持し、雇用主を通じて医療保険に加入している方を除く。)。 世界保健機関(WHO)認可の新型コロナワクチンの接種を完了した者(必要接種回数によって1回又は2回のいずれかが適応される)は、公式の接種証明書を携行することにより、入国可能。  ワクチン接種を完了していない者は、出国前72時間以内に実施されたRT-PCR検査に基づく新型コロナ陰性証明書を携行することにより、入国可能(12歳以下の子供は不要)。 現在、 全ての国際商用便の運航は停止している(ただし、政府から許可されたチャーター便や緊急及び人道支援の必要不可欠なフライトは除く。)。全ての入国者は、10日間の隔離措置を受ける。ただし、新型コロナウイルスワクチン接種証明書(完全)を保持する者については、隔離措置は適用されない。なお、健康上の理由にてワクチン接種を受けることができない者は、医師による正当な理由書を到着時に保健当局に提示しなければならない。ア 16歳以上の渡航者は、最低でも渡航14日前にはファイザー、モデルナ、アストラゼネカまたはジョンソン・エンド・ジョンソン製等の新型コロナワクチンの接種を完了している必要があり、紙又はデジタル媒体での証明書携行が必要(ワクチン接種完了の場合、未接種の子供を同伴可。)。イ 渡航前に感染時の費用を補償する海外医療保険への加入及び証書の提示が求められる。ア ワクチン初期接種(※1)完了者(※2)   入港地検査なしでの入国が可能(※3、4)。イ ワクチン初期接種未完了者  (ア)15歳以上の者及び同伴者のいない15歳未満の未成年者  (1)渡航前陰性証明(渡航前24時間以内の抗原検査)の提示により入港地検査なしでの入国が可能。  (2)渡航前陰性証明のない者は、入港地検査(抗原検査)を受ける必要がある。なお、陽性判定を受けた場合には、以後フィリピン保健省(DOH)の検疫・隔離規定に従う。  (イ)同伴者のいる15歳未満の未成年者 同伴する親ないし成人/保護者に適用される検疫規定に従う。 ※1 渡航開始日時より14日以上前に、2回でセットとなっている種類のワクチン又は1回で完結するワクチン(ジョンソン・エンド・ジョンソン製等)の接種完了していることを指す。 ※2 外国人は、ワクチン接種証明書で、上記※1にいうワクチン初期接種を完了していることを証明できる場合に、ワクチンを完全接種したと見なされる。 ※3 全てのフィリピン入国者は、事前にオンラインで「eArrival Card」(https://www.onehealthpass.com.ph)に登録し、登録完了後に表示されるQRコード及び手続番号(transaction number)をスマートフォン等端末に保管し、これらを入国時にフィリピン検疫局(BOQ)に提示する必要がある。 ※4 短期渡航者は、旅券の残存有効期限が6か月以上確保され、復路便の予約証明を提示できる必要がある。入国時のPCRテストは不要だが、12歳以上の入国者にはランダムにPCR検査を実施。入国者は、搭乗前に有効なワクチン接種証明書又は出発前24時間以内に受検したPCR検査もしくは抗原検査の陰性証明書の提示が求められる。ただし、12歳未満の子女等には適用されない。 入国の際、ワクチン接種を受けていること(接種後14日以上経過)(※)、または5日以内に受検したPCR検査陰性証明書もしくは抗原検査陰性証明書を所持していることが求められる。 なお入国時に38度以上の発熱または新型コロナに感染している疑いがある場合、当局による身分証(旅券等)の回収、自己負担によるPCR検査、陰性の場合には自己負担により最大72時間の隔離といった措置がとられる。※ なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。ア 入国者について、PCR検査の陰性証明書を携行する必要はないが、空港でのPCR検査が課される(※これらの経費は全て自己負担)。イ 出国者について、渡航先の目的地に入国するためにPCR検査陰性証明書が必要な場合のみ、空港での証明書提示が必要。米国への入国(空路)に際しては、18歳以上の非移民である非米国市民に対し、ワクチン接種証明の提示が義務付けられる(一部例外あり。下記例外カテゴリー参照。)。※ワクチン接種未完了の非移民は原則米国に入国できないが、ワクチン接種証明提示義務の例外規定により、以下アの例外カテゴリーに該当する場合は、以下イ内のAからCの全て又は一部を義務として履行することにより、ワクチン接種未完了のまま入国することができる。ア 緊急時の運行、貨物・郵便機等以外の航空機の運航を制限する。ただし、ベネズエラ国内12の国際空港(マイケティア(カラカス)国際空港を含む)ではトルコ、ロシア、メキシコ、ボリビア、パナマ、ドミニカ共和国、キューバ、スペイン、ポルトガル、セントビンセント及びグレナディーン諸島、イラン、ブラジル、アルジェリア、カタールとの間の商用便の運航を例外的に認める。2 ベネズエラに航空便を通じて入国する者は、新型コロナウイルス感染症のワクチン接種完了証明書(※1、2)もしくは、PCR-RT検査陰性証明書(※3)の提示が必要。 ※1 なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。 ※2 最後に接種した日からベネズエラ入国日までに270日以上経過している場合には、ブースター接種が必要。 ※3 ベネズエラ入国前72時間以内に発行されたもの。※ベラルーシは全土に危険情報として渡航中止勧告(レベル3)又は退避勧告(レベル4)が発出されており、渡航は止めてください。入国に当たり、満6歳に達した外国人には、ベラルーシの永住許可又は一時居住許可を有する者、ワクチン接種証明書を提示できる者等を除き、入国日の3日前まで(入国日を含む)に取得したPCR検査陰性証明書の紙媒体又は電子媒体での提示を義務付ける。陰性証明書は英語、ベラルーシ語又はロシア語のいずれかで氏名、国籍、検査日及び検査結果が記載されている必要があり、陰性証明書の不所持は入国拒否の事由となる。全渡航者に対して、到着前72時間以内に実施されたPCR検査陰性証明書又は到着前48時間以内に実施された迅速抗原検査陰性証明書の提出を義務付ける。ワクチン接種証明書を携行する場合には、陰性証明書の提出が不要となる。 ボツワナに入国する者のうち、 (1)ワクチン接種完了証明書を提示した者は、ボツワナへ入国可能。接種完了を証明出来ない者は、PCR検査の陰性証明結果(受検時から72時間以内のもの)を提示することで入国可能。 (2)上記(1)を証明できない者は、入国地点において入国管理官の指示に従い、自己負担で、即座にPCR検査を受検する。検査の結果が陰性の場合、入国可能。陽性であった場合は、入国地点の管轄区において5日間の隔離措置を自己負担で行う。 (3)検疫措置が敷かれる入国地点は下記の通り。 - Kazungula(OBSP) One-Stop Border Post - Kazungula Road なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。海外からボリビアへ入国する際には、国籍を問わず、以下の証明書のいずれか1つを提示する必要がある。ア 入国の14日以上前のワクチン接種の証明書(2回分。紙媒体か電子媒体かを問わない)(※1)※1 なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。イ PCR検査の陰性証明書(5歳以上の渡航者のみ)を提示する必要がある。  ・空路入国の場合、同検査は、最初の出発国での搭乗前72時間以内に実施する必要がある。  ・陸路等での入国の場合、同検査は、ボリビア入国前72時間以内に実施する必要がある。  ※2 PCR検査の場合、ボリビア当局は検体採取の方法を指定していないが、これまで、入国現場では、鼻腔検体のみが有効であるとの担当者の誤解からトラブルになったケースもあり、鼻腔検体によるPCR検査が推奨される。ウ 鼻腔検体による抗原検査の陰性証明書(5歳以上の渡航者のみ)  ・空路入国の場合、同検査は、最初の出発国での搭乗前48時間以内に実施する必要がある。  ・陸路等での入国の場合、同検査は、ボリビア入国前48時間以内に実施する必要がある。 1 海外から香港に入境可能な対象者は以下のとおり。  ア 香港居民(香港永久性居民身分証所持者又は有効な長期滞在ビザを所持する者)。ワクチン接種の有無は問わない。  イ ワクチン完全接種者である12歳以上の非香港居民及び12歳未満の非香港居民(香港永久性居民身分証又は有効な長期滞在ビザを所持しない者(観光等の目的で入境する渡航者を含む。))。   (注:ワクチン完全接種者とは、定められた回数のワクチンを終え、かつ最終接種日から14日経過した者を指す。12歳未満の者はワクチン完全接種者であることは求められない。また、健康上の理由でワクチン接種に適さない者で、医師が発行した証明書を有する者等は、ワクチン接種に関する要件を満たすものと見なされる。)2 香港域外でワクチン接種をした場合に接種済みと認められるワクチンは以下のリストのとおり。 迅速抗原検査を実施する場合、空港から入境する者は航空便の出発予定時刻、その他の入境コントロールポイントから入境する者は香港への到着予定時刻前24時間以内に検査を受検する。   PCR検査を実施する場合、上記予定時刻前48時間以内に検査を受検する。   迅速抗原検査及びPCR検査の検査結果の写真又は検査証明書については、90日間保管し、香港政府職員に検査結果の提示を求められた場合は応じる。  イ 入境後の迅速抗原検査   全ての入境者は、入境0日目から5日目の間、毎日、迅速抗原検査を実施することが推奨され、検査結果が陽性の場合は、香港政府オンラインプラットフォームから報告し、政府の指示に従う。   ※ 香港政府新型コロナウイルスに関するウェブページ(Inbound Travel)政府専用サイト(https://prechequeo.inm.gob.hn)にて、健康状態等について事前に登録手続きを行い、かつ、入国前72時間以内に取得したPCR検査又は迅速検査の陰性証明書を提示する必要がある(注:当局からの正式発表はないものの、陰性証明書を所持している場合、これまでのところ隔離措置が課された事例は確認されていない。)。なお、同国が認める新型コロナウイルスワクチンの接種を済ませている旨の所管官庁発行の証拠書類を提示できる者に対しては、陰性証明書の提示を免除する。1 マーシャルへの渡航に際しての要件  (1)18歳以上の者については、入国2週間前までに新型コロナワクチンの完全接種を終えていること。  (2)医学的見地からのワクチン接種が免除される場合は、医師の診断書又は書簡を提示する必要あり。2 マーシャル到着時  (1)新型コロナ感染症に類する症状または兆候があるか、その後出た者に対してのみ到着時の新型コロナ感染検査が行われる。  (2)全ての海外からの渡航者は、公共の場において入国後5日間のマスク着用が求められる。  (3)新型コロナ感染症に類する症状があり、感染検査の結果が陽性であった場合、最低5日間(また、自覚症状消失後も24時間を経過するまで。)の自宅隔離が求められる。  (4)全ての海外からの渡航者は、健康申告カードの記入が求められる。中国本土、香港、台湾を除く国・地域からマカオに入境する場合、48時間以内の抗原検査陰性結果又はPCR検査陰性結果を提示する必要がある。中国本土、香港、台湾から入境する場合は、陰性結果の提示は不要。  なお、中国本土以外の国・地域からマカオに入境し、マカオ入境後7日以内に中国本土に渡航する場合は、渡航時に48時間以内のPCR検査陰性結果を提示する必要がある。  ※マカオ政府新型コロナウイルスに関するウェブページ  https://www.ssm.gov.mo/apps1/PreventCOVID-19/en.aspx#clg229162022年8月11日から、これまでマダガスカル入国時に空港で実施していた抗原検査を取りやめる。陰性証明書の取得も不要。※上記の各運用が予告なく変更され、現場での運用と乖離が生じていることがありますのでご注意下さい。マラウイへの渡航者でワクチン接種を完了(注:保健省によれば2回接種の事)し、新型コロナウイルス感染症予防接種証明書(電子版)を提示できる場合は、PCR検査の陰性証明書は必要ない。(※1、※2)マラウイへの渡航者でワクチン接種を完了していない、または新型コロナウイルス感染症予防接種証明書(電子版)を提示できない場合は、マラウイ入国前72時間以内に受検したPCR検査の陰性証明書(注:英文。フォーマットの指定なし)を提示する。マラウイへの渡航者でワクチン接種を完了していない場合は入国手続前に上陸地でワクチン接種(無料)を受ける。ワクチン接種を拒否する場合は自己負担で10日間施設での隔離。 入国後14日間は自主モニタリング(注:自主隔離ではなく、ソーシャルディスタンスやマスク着用等感染予防対策をとった上で、他者との接触が可能)を実施する必要がある。 ※1 ただし、航空会社から要求される場合があるため、グローバル・ヘブン・プログラム(https://globalhaven.org/)上で新型コロナウイルス感染症予防接種証明書およびPCR検査の陰性証明書を事前登録・アップロードし、新型コロナウイルス感染症予防接種証明書(電子版)およびデジタル陰性証明書を取得・提示することを推奨。また、書面の新型コロナウイルス感染症予防接種証明書および陰性証明書もあわせて携行することを推奨。※2 なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。ワクチン未接種ないし2回のワクチン接種未完了の場合(ただし、ジョンソン・エンド・ジョンソン製ワクチンの場合のみ1回の接種でワクチン接種完了とみなされる。)は、マリ入国前72時間以内に発行されたPCR検査での陰性証明書の携行が必要である。ワクチン接種完了証明を提示する場合は、PCR検査証明書の提示を必要としない。(※)※なお、上記防疫措置の免除・緩和について、日本の市区町村等で発行するワクチン接種証明書の有効性は現在確認中。海外からマレーシアに入国する者は以下の対応が必要。なお、ワクチン接種を完了していない場合も同様。 ●政府指定アプリ「MySejahtera」のダウンロード ●アプリへの渡航情報・ワクチン接種情報の事前登録 ※詳細は在マレーシア日本国大使館HPを参照ください。入国者は、新型コロナ感染症の拡大を受けて施行された「健康な国境保護法(Healthy Border Protection Act)」に基づく要件(新型コロナワクチンの完全接種済の証明の提示等)を満たすことが求められる。ただし、州ごとに付加的な要件を課している場合があり、特にチューク州では、入国の原則禁止等、更に厳しい規制がとられているため注意が必要。
