For those entering the Northern Mariana Islands from Guam using Star Marianas Airlines
A U.S. visa is required when traveling from Guam to Saipan/Rota or from Saipan/Rota to Guam on Star Marianas Airlines. Please note that even if you have an ESTA, you will not be able to board. According to the U.S. Customs and Border Protection (CBP), the airline does not operate under the Visa Waiver Program, so non-U.S. citizens will need a U.S. visa to board.
Marianas Southern Airways, which operates the same sector, also requires a US visa for boarding on the same sector for the same reason.
