1 Social and security situation
The number of crimes committed in 2024 was 47,126, of which 1,194 were committed by foreigners. Compared to 2023, the number of crimes increased by 1,945, and the number of foreigners who were victims increased by 46. As the number of crimes committed in Japan increases, the number of foreigners who are victims is also increasing. Most of the crimes committed by foreigners are thefts.
2. Trends in general and violent crimes According to the statistics on crimes committed in the second quarter of fiscal year 2025 (July to September) released by the Lithuanian Ministry of the Interior, the total number of crimes was 10,999 (a 10% decrease compared to the same period last year).
On the other hand, the number of foreign victims was 370, an increase of 10.8% compared to the same period last year.
In addition, drug crimes increased by 0.1% compared to the same period last year.
Regarding drug cases, cannabis, stimulants, psychotropic drugs, and other illegal drugs tend to be traded in nightclubs and other restaurants at night. Online transactions are also thriving, and the method of smuggling drugs by diluting them and using them as e-cigarette liquid has become mainstream. Authorities are stepping up their countermeasures, and there have been a series of crackdowns across the country.

The most common crime that foreigners fall victim to is theft. Thefts occur in crowded places such as restaurants, shopping centers, tourist attractions, and train stations. Lithuania is said to have good public safety, but crimes occur every day, so you should never let your guard down and always keep an eye on your belongings.
Furthermore, various incidents related to alcohol (murder, robbery, assault, theft, drugs, traffic accidents, overcharging at nightclubs, and other troubles) are occurring every day, not just among foreigners. 3. Past Crime Cases (1) There have been pickpocketing incidents targeting Japanese tourists in Vilnius city and tourist areas.
