Local security information (protest demonstrations against the government and possible strikes by shared taxis in Luanda)
July 26, 2025, 12:05 a.m.
It has been confirmed that information has been circulating on social media that a protest demonstration aimed at demanding higher diesel prices will be held from 11am on Saturday, July 26th from Santa Ana Cemetery in Luanda to Largo do Soweto.
*This is the latest information from the consular email sent on Friday, July 18th.
When we checked with local security authorities on Friday, July 25th, we received the following response: "It is true that a request for a protest demonstration has been made. The demonstrators are planning to gather around the Santa Ana Cemetery at the above-mentioned time, and security authorities are planning to respond by increasing their personnel. Furthermore, at the demonstration on the 19th, police ordered the demonstrators to disperse after some were confirmed to have participated for other purposes, such as looting stores. The police recommend that you do not approach the surrounding area during the demonstration to avoid being caught up in traffic restrictions or accidents."
On the other hand, there have been cases in the past where demonstrations have been held and involved clashes with security authorities, so this case also requires careful consideration. If security authorities clash with demonstrators and the scene becomes chaotic, it is likely that chaos will occur due to traffic congestion, vandalism of public property, and robberies that take advantage of the unrest.
In addition, a shared taxi strike is scheduled for July 28th (Monday) to July 30th (Wednesday) with the same purpose as the above demonstration. The strike is expected to expand to Benguela, Huila, Huambo, Bie, Bengo, and Ikoro-Bengo provinces in addition to Luanda. When checking shared taxis on social media during the strike period, comments about destroying shared taxis were also confirmed. In past strikes in this area, barricades were set on roads, tires were set on fire, and vehicles were set on fire, so caution is advised when going out.
All Japanese nationals residing overseas are requested to take note of the following points and act with caution at all times to avoid becoming involved in any unforeseen circumstances.
(1) During the time when a demonstration is scheduled, do not approach the area where the demonstration is scheduled to be held. When traveling to other areas, in principle, travel by car and do not travel on foot.
(2) Be aware of your surroundings, avoid crowds, and try not to stand out.
(3) If you encounter a demonstration or other event, leave the area immediately and move to a safe place.
(4) Make efforts to obtain the latest and most accurate information on demonstrations and the security situation through radio, television, the Internet, etc.
(5) In preparation for unforeseen circumstances, prepare stocks of food, drinking water, fuel, etc., as well as travel expenses for returning home.
In addition, please continue to make efforts to obtain the latest public safety information, and make every effort to ensure your own safety by strictly adhering to the three safety principles of "acting inconspicuously," "making sure your actions are not predicted," and "remaining vigilant."
