Local security information (possibility of anti-government protests in Luanda)
Nov. 23, 2024, 12:51 a.m.
It has been reported that a protest against the government on the theme of "hunger, poverty, and violation of rights" will be held from Santa Ana Cemetery to Largo das Escolas district in Luanda at around 9:00 a.m. on Saturday, November 23rd. According to the report, the plan is to gather at Santa Ana Cemetery at around 9:00 a.m. and then begin the demonstration march to Largo das Escolas district (thought to be Independence Square).
When we checked with local security authorities on Friday, November 22nd, we were told that although it is true that an application for a protest demonstration has been submitted, the authorities have not currently given permission for the demonstration to be held, and that it is highly likely that the demonstration will be held without permission.
People have been advised to avoid approaching the protest areas as the scale of the protests is larger than those held in April, June and August this year and the situation may worsen under certain circumstances.
If clashes occur between security authorities and demonstrators and the situation becomes chaotic, it is expected that there will be chaos due to traffic congestion, vandalism of public property, and robberies that take advantage of the unrest.
All Japanese nationals residing overseas are requested to take note of the following points and act with caution at all times to avoid becoming involved in any unforeseen circumstances.
(1) During the time when a demonstration is scheduled, do not approach the area where the demonstration is scheduled to be held. When traveling to other areas, in principle, travel by car and do not travel on foot.
(2) Be aware of your surroundings, avoid crowds, and try not to stand out.
(3) If you encounter a demonstration or other event, leave the area immediately and move to a safe place.
(4) Make efforts to obtain the latest and most accurate information on demonstrations and the security situation through radio, television, the Internet, etc.
(5) In preparation for unforeseen circumstances, prepare stocks of food, drinking water, fuel, etc., as well as travel expenses for returning home.
In addition, as crime tends to increase each year towards the New Year holidays, please make an effort to obtain the latest public safety information and also make sure to follow the three safety principles of "acting inconspicuously," "making sure your actions are not predicted," and "always remaining vigilant" to ensure your own safety.

[Warning about drowning accidents] A drowning accident occurred in the Ilia district of Luanda
Nov. 20, 2024, 11:51 p.m.
On Saturday, November 16th, a boat capsized at sea near the Ilia district of Luanda, resulting in the deaths of six passengers. According to reports, the causes of the accident include the pilot being drunk, the boat meandering, overloading the capacity of the boat, and no life jackets being worn.
As of today, there have been no reports of Japanese nationals living abroad being affected.
As there may be cases of people boarding ships for domestic tourism in the area, Japanese residents are asked to take note of the following points and take steps to prevent accidents.
1. Wearing a life jacket Under Angolan law, it is mandatory to wear a life jacket, install life-saving equipment, and adhere to the maximum number of passengers on board.
2. Using safe services (1) Some companies do not provide life jackets or manage the number of people allowed on board. It is a good idea to avoid companies that offer cheap services as much as possible and use the services of resort hotels that own boats equipped with safety equipment.
(2) If the aircraft is swerving or speeding in order to perform a performance, please warn the pilot.
3. Other (1) In this area, it may take some time for an emergency vehicle to arrive after an emergency call is made. It is extremely important that you raise your own awareness of accident prevention.
(2) In rivers and other areas where wild animals (such as crocodiles) live, please follow the instructions of the boat crew and tour guide and avoid reaching your hands into the water.
(3) Drinking water from rivers and other sources poses the risk of contracting infectious diseases.
