1. The 27th regular election for the House of Councillors will be held this summer. Those who are registered with the overseas voter register and have an overseas voter card can vote in three ways: "Voting at an overseas diplomatic mission, etc.", "Voting by post, etc.", and "Voting in Japan."
2. In addition to voting at a Japanese embassy or consulate overseas, voting by post is also available as a method of voting from overseas.
"Voting by mail, etc." is a voting method in which a person who is registered on the overseas voter roll requests and receives a ballot paper etc. directly from the municipal election management committee where they are registered, and then sends the completed ballot paper etc. to the municipal election management committee where they are registered. The process of requesting, receiving and sending the ballot paper etc. requires one and a half round trips with the election management committee, so the procedure for "voting by mail, etc." takes a certain amount of time.
You can request a ballot paper or other document at any time without waiting for the election announcement date, so if you plan to vote by post, please request it early. If you have any questions about how to request a ballot, please contact the election administration committee of the city, town, or village where you are registered.
In addition, city/ward/town/village election administration commissions have been sending out ballots and other materials for the 27th ordinary election of the House of Councillors to overseas voters since May 29th for which they have already received requests.
3. Even after receiving the ballot paper for “Voting by Post, etc.”, it is possible to switch your voting method from “Voting by Post, etc.” to “Voting at a Japanese Embassy, etc.”
However, when requesting a ballot paper etc. from the city/ward/town/village election commission in which you are registered in order to vote by post, you will need to send the original overseas voter certificate along with the request for the ballot paper etc. Therefore, you will not be able to vote via overseas diplomatic missions, etc. until your overseas voter certificate is returned by the election commission.
4. If a person who is registered on the overseas voter roll returns to Japan temporarily and establishes a residence in Japan, etc., they will be removed from the overseas voter roll four months after the date on which that date is recorded on the family register attachment, and will not be able to vote overseas.
If your name has been removed from the overseas voter roll, you will need to reapply to be registered on the overseas voter roll. Please note that it usually takes about one month to register on the overseas voter roll, and that you must have continuously resided in the jurisdiction of the overseas diplomatic mission that has jurisdiction over your address for more than three months in order to apply.

[Resent] [Warning] Pickpocketing incident involving Japanese nationals

1. The following pickpocketing incident occurred in Addis Ababa, in which a Japanese national was the victim.
(1) Date and time of incident: Sunday, June 8th, around 1:00 p.m. (2) Location: On the street near Mexico Square in the Kircos district (3) Summary of the incident
The victim was walking when a group of three men approached him in the opposite direction and stole his mobile phone from the left rear pocket of his trousers without his knowledge. The victim was not spoken to or physically touched during the crime, and after realising that his mobile phone was lost, he recalled being approached by the three men in an unnatural way and realised that the phone had been stolen at that time. The perpetrators were all Ethiopian-looking men around 20 years old, one of whom had a shaved head and the other had an afro-like hairstyle. At the time of the crime, the victim was being persistently followed from behind by several children begging for money, but it is unclear whether this was related to the crime.
2. How to avoid becoming a crime victim
(1) In Addis Ababa, there are many cases of theft (pickpocketing, snatching) and robbery while walking, regardless of the time of day or night. Just like Ethiopians, foreigners can become targets at any time. When traveling on foot, please be aware that you are always a target. In particular, avoid walking early in the morning or at night.
(2) In most cases of theft (pickpocketing and snatching), the thief will grab the victim's arm, splash water or spit on them, or persistently cling to them pretending to sell something to them in order to attract their attention and steal their valuables. If it is obvious that you are carrying a mobile phone and it is not tied down, you will be targeted. An effective preventative measure is to attach chains or straps to valuables such as wallets and mobile phones and tie them to your clothes or body.
(3) Always be on alert for your surroundings. If you notice any suspicious people approaching or anything unusual, leave the area immediately and ask for help in easy-to-understand language from a police officer or people around you.
(4) If the other person is carrying a firearm or a knife and threatening you, prioritize the safety of your life and comply without resisting.

[Warning] New cases of EMPOCH infections in Ethiopia

[Main text]
According to WHO information, 14 new cases of EMPOCH have been confirmed in Ethiopia (region below), bringing the total number of infected people to 17. According to the Africa CDC, in addition to the 17 confirmed cases, there are 40 suspected cases.
(1) Moyale town, Borena zone, Oromia region: 5 cases (3 of which are initial cases)
(2) East Wellega District, Oromia Region: 1 case; (3) Addis Ababa: 3 cases; (4) Bahir Dar Special District, Amhara Region: 1 case; (5) Harar Region: 1 case; (6) Central Ethiopia Region: 1 case; (7) Southwest Region: 2 cases; (8) Boricha County, Sidama Region: 1 case; (9) Omo Beyam and Omo Nada counties, Jimma District, Oromia Region: 2 cases.
The first case is clade 1b, and it is speculated that the infection is mainly transmitted by sexual contact. In addition, since the cases have been spreading throughout Ethiopia, there are thought to be potential patients in each region.
