Safety Information (Caution regarding the situation surrounding the burial of the former president)

Aug. 8, 2025, 9:45 p.m.
[Main text]
On August 8, the South African High Court ruled that the family of the late former President Lungu, who had been requesting since June that his body be buried in South Africa, must immediately hand over the body to the Zambian authorities and transport it to Zambia.
2. Since the death of former President Edgar Lungu in Pretoria, South Africa, on June 5, negotiations had been ongoing between the Zambian government, Lungu's family, and the opposition Patriotic Front (PF) regarding the transportation of his body and the holding of a state funeral. However, the negotiations broke down, and the family filed a lawsuit in a South African court demanding that the body be buried in South Africa.
3. As of 13:00 on August 8, there has been no information confirmed regarding an appeal filed by the family of the late former President Lungu following the above-mentioned judgment.
4 On August 7, prior to the ruling, the Minister of Information and Media and Chief Government Spokesperson called on the public to accept whatever the High Court's decision was.
4. Around mid-June, when former President Lungu passed away, Zambian authorities were seen stepping up security in the area around the opposition party office in Lusaka to which the former president belonged, including by deploying armoured police vehicles.
5. As seen in the strengthened crackdown around opposition party offices in June, there is a possibility that tensions between the ruling and opposition parties may intensify. Therefore, we ask all Japanese nationals living in the country to gather information on the future status of the transportation and burial of the former president's body, and to take sufficient care of their surroundings, such as by avoiding the areas listed below and not approaching gatherings of people carelessly. In addition, given that two men were killed in a shooting incident during a demonstration at the Supreme Court in the past, it is important to avoid the following areas where riots may occur, and if riots develop, please take extra care to check the safety of your surroundings and ensure the safety of your own person and property.
