Venezuelan Presidential Election (Security Measures During the Election Campaign and Around Election Day)

July 23, 2024, 6:16 a.m.
We have previously provided information via consular emails and other means regarding safety measures in connection with the 2024 Venezuelan presidential election to be held on July 28th, but we would like to inform you again as follows.

1. During the election campaign period (July 4th to 25th)
(1) The election campaign for the 2024 Venezuelan presidential election, which will be held on July 28, began on July 4 and will end on the 25th.
(2) The government is conducting a campaign to guarantee peace and tranquility, and so far no major clashes have occurred. However, as reports of fanaticism among supporters and a large number of arrests in connection with the election campaign have emerged, there are concerns that the election process will enter its final stages and that conflict between the ruling and opposition parties will intensify.
(3) In addition, on the 25th, the final day of the election campaign, both the ruling and opposition parties are calling for participation in a large-scale rally and march titled "TOMA DE CARACAS (Occupy Caracas)," and the government has stated that it will hold a rally of several million people in the city of Caracas from 10:00 to 22:00. At this time, the specific times and locations of the rallies and other events by the ruling and opposition parties have not been announced, but heavy traffic congestion is expected in many places due to large-scale rallies and marches, as well as road closures by authorities, etc.

2. Election Day (July 28th)
On the 28th, election day, the National Army (FANB) will be maintaining security at polling stations, but there is a risk that colectivos (government-affiliated armed groups) and others may disrupt voting, and the opposition party is calling on its supporters to gather at the polling stations at 6pm when voting closes in order to protect their votes, so the possibility of clashes between supporters of the ruling and opposition parties, or between supporters and security authorities, cannot be denied. In addition, in past elections, ruling party supporters have tended to mobilize towards the end of voting time, so particular caution is required around the time the election closes and after that time.

3. After the vote count (July 28th onwards)
(1) Voting hours are from 6:00 to 18:00, but if there are non-voters lining up at the polling stations, voting hours will be extended and the election results are expected to be announced after the early hours of the day after the vote.
(2) After the election results are announced, there is a possibility that groups dissatisfied with the results will hold protest demonstrations and even engage in violent acts.
(3) In Venezuela, clashes between demonstrators and security authorities have resulted in numerous deaths and injuries in the past. The future situation remains unpredictable, and there are concerns that the security situation may worsen depending on the circumstances.

4. Safety Measures: In light of the above situation, all Japanese nationals are asked to stay up to date with the latest information through media reports, etc., to keep in mind the following safety measures, and to make every effort to ensure their own safety in order to avoid being caught up in unforeseen circumstances.
(1) Even if a rally is peaceful, the situation may change suddenly, so do not approach places where rallies are taking place. If you come across a rally, leave the area immediately.
(2) During the election campaign period and for several days after the vote count, there is a possibility of heavy traffic congestion in various places due to demonstrations and road closures without prior notice. Therefore, when going out, please be sure to take more time than usual and be careful and alert of your surroundings.
(3) Refrain from going out for non-essential reasons on the last day of the election campaign (July 25) and on election day (July 28). If you need to go out, avoid places where a random group of people gather as much as possible to avoid being caught up in an unexpected incident. In particular, on election day, the areas around polling stations are expected to be crowded, and you should be aware that there is a possibility of obstruction of voters.
(4) Be aware that after the vote count, groups dissatisfied with the results may hold protest demonstrations, which may involve violence.

5. Prohibited activities before and after the voting day, etc. From July 26th to 29th, in connection with the implementation of this election, the sale and service of alcohol in restaurants, rallies and demonstrations, fireworks including firecrackers, and other activities that may affect the electoral process will be prohibited. In addition, border movement controls will be tightened.

Regarding the high incidence of robberies in the Castellana district of Chacao

July 16, 2024, 11:46 p.m.
1. Summary of the incident In the Castellana district of Chacao city, where our Embassy is located, there have been a number of robberies using the following methods over a short period of time, and foreigners have also fallen victim to these robberies.
(1) The suspect was alone on a motorcycle. (2) The crimes occurred during the daytime. (3) He called out to the victims under the pretense of asking for directions, and when the victims approached, he demanded money and valuables. (4) The suspect claimed to be in possession of a handgun and threatened to kill the victims if their demands were not met. (5) As of now, the victims have handed over the money and valuables without resistance, so no physical injuries have been confirmed. (6) The victims include not only foreigners but also local Venezuelans, suggesting that the crimes are opportunistic and target a large number of people.

2. Crime Prevention Measures At this time, there is no useful information on the suspect, but since the crimes have occurred in a short period of time in areas that are considered relatively safe, there are concerns that similar robberies will occur in the future. Please take the following crime prevention measures once again to avoid becoming a victim of crime.
(1) Avoid wearing flashy clothes and do not go out with valuables visible from the outside. (2) Even during the day, avoid places with few people and try to travel with multiple people. (3) Do not easily respond if someone calls out to you. (4) When you go out, keep your valuables to a minimum and do not carry all your identification, credit cards, etc. in one place. Also, prepare a dummy wallet (a wallet to give to the criminal) in case you become a victim.
(5) If you are victimized, do not resist. Although both of these incidents are believed to have been committed by a single perpetrator, it is quite possible that there was an accomplice acting as a lookout. Please be aware that foreigners are particularly likely to be targets of this type of crime, and take thorough safety measures.
