[Important] Caution regarding the November 30th General Election (Third Notice: Emergency Preparations)

Nov. 22, 2025, 6:20 a.m.
Honduras is scheduled to hold presidential and other general elections on Sunday, November 30th. Tensions are rising in Honduras in the run-up to these elections, and criticism and conflict between political parties is intensifying, so it is important to be fully prepared for any unforeseen circumstances.
As the election day draws near, campaigning among the candidate camps is heating up day by day. This weekend, rallies and other campaign activities are expected to take place across Honduras.
We have already issued warnings regarding demonstrations and large-scale election activities on Friday, November 7th and Friday, November 14th, but please continue to exercise extreme caution this weekend.

Please note the following points when traveling to and staying in Honduras.

1. Be aware of information regarding demonstrations, large-scale election campaigns, etc.
There have been no violent or violent incidents so far, but as the elections approach, political activity will become more active.
Therefore, when you go out, please pay attention to information on television and the internet, and avoid areas where demonstrations, large-scale election campaigns, protests, etc. are taking place. In such situations, please consider refraining from going out.
If you are planning to travel to Honduras in the near future, please pay close attention to flight information. Also, depending on the situation, please consider changing or canceling your travel plans. These activities are of particular concern around the time of the election and one to two weeks after the election, so if possible, please consider traveling outside of these periods.

2. In the event of an emergency, please report it to the embassy immediately.
If you have been a victim or have come into contact with a Japanese national who has been victimized, please contact the Embassy immediately. During closing hours such as nighttime and weekends, please contact the emergency number (9970-0558).

3. Preparing emergency supplies in preparation for large-scale demonstrations, etc. We recommend that you prepare the following items just in case large-scale demonstrations, etc. occur in the future, making it difficult to go outside or causing disruptions to logistics.
(1) Food: Hardtack, crackers, and other foods that can be eaten as is, as well as items that can be stored for a long time, such as instant noodles and canned goods. (2) Drinking water
The recommended daily drinking water requirement per person is 3 liters. This is a three-day supply. (3) Bank ATMs may be out of service due to cash demonstrations, etc. We recommend that you keep enough cash on hand.
(4) Refueling your vehicle with gasoline. As a means of transportation in case of an emergency, we recommend that you fill up your vehicle with gasoline in case gas stations stop operating.
It is also a good idea to prepare an emergency bag (containing medical supplies, clothing, valuables, a copy of your passport, and other daily necessities) that you can quickly take with you when evacuating in case of a natural disaster, etc.

4. Submit a residence notification form to ensure prompt communication and access. Article 16 of the Passport Act requires anyone staying in a foreign country for an extended period (three months or more) to submit a residence notification form to the Japanese embassy or consulate-general that has jurisdiction over that area.
If an unforeseen incident occurs in Honduras and confirmation of the safety or protection of Japanese nationals is necessary, submitting a residence notification will enable the Embassy to provide prompt assistance. If you have already submitted a residence notification and there are changes to the details, please update it. If you have returned to your home country or moved out, please submit a return/moving out notification.
Additionally, when new Japanese nationals arrive as part of development assistance projects, etc., we would appreciate it if you could encourage them to submit a residence notification.

5. Are you familiar with the "Safety Guide"?
The Embassy's website has posted a "Safety Guide" for Japanese nationals staying in Honduras.
This guide contains information on how to prepare for crime and disaster prevention, the necessary preparations, and what to do in the event of an emergency.

The safety guide can be viewed at this link.
