Infection doubling time is related to the rate at which the new coronavirus can spread rapidly. As the name implies, it measures the number of days it takes for the number of infected cases to double. For example, the first two weeks of a public health emergency in Guam had a doubling time of 3 days for infected cases. That is, the total number of cases over the past two weeks has doubled every three days on average. Currently, the doubling time for infected cases over the past two weeks is calculated to be 189 days.
The positive test rate refers to the proportion of COVID-19-positive people out of the total number of people tested.
New infections per 100,000 is the rate used to track the proportion of new infections per person in a jurisdiction.
CAR Score A country, state or region must have a CAR score of 5.0 or less to be considered a low risk area.

・Number of new infections per 100,000 people <2
A jurisdiction can achieve a CAR score even if any number is below the norm, offset by the better number of any other individual number. For example, if the number of infections is doubled for 256 days, and the number of new infections per 100,000 is 1.5 even if the test positive rate is 2.5%, the CAR score will be 5.
CAR scores are based on data from the World Health Organization (WHO), US Centers for Disease Control and Prevention (CDC), US Department of Health and Human Services (HHS), The New York Times, The COVID Tracking Project and Our World in Data.

From July 24th, tourists from Japan, Korea and Taiwan up to 5 days (4 nights and 5 days) can stay in Guam without prior PCR test and without quarantine in Guam.
