Caution regarding religious events (Ashura)

July 13, 2024, 8:25 p.m.
【Text】
1. The Government of Pakistan has announced that Tuesday, July 16th and Wednesday, July 17th will be public holidays in observance of Ashura.
In Pakistan, the month of Muharram (the first month of the Islamic calendar) will begin on Sunday, July 8th and will continue for about a month.* In addition, Ashura, an important memorial event for Shiite Muslims, will be held on Tuesday, July 16th and Wednesday, July 17th.
During the month of Muharram, especially during the Ashura period, there is a high risk of terrorist attacks targeting Shiites. We ask that all Japanese nationals take caution and act with due consideration to the following information.
*The exact start and end dates of the month of Muharram are determined by the visibility of the moon. This will affect the dates of Ashura, but the 9th and 10th days from the start date will be Ashura.

2 During Ashura, Shiite Muslim marches will be held throughout Pakistan to mourn the martyrdom of their leaders, and traffic restrictions and congestion are expected throughout Karachi. In the past, Sunni extremists have targeted these marches in the country, and some of these incidents have escalated into riots. In 2013, during the same march in Rawalpindi, Punjab, a group of Shiites marching in the city clashed with Sunni extremists, resulting in nine deaths and numerous injuries. The military was deployed to quell the situation, and a curfew was imposed in the city.

3. On July 16th (Tuesday) and 17th (Wednesday), various large and small processions related to Ashura are scheduled to take place across Pakistan, and security authorities are on high alert and preparing for any unforeseen incidents. It was during this period that the incidents mentioned in 2 above occurred in the past.

4. We ask all Japanese nationals residing in the country to take the following precautions into consideration and act with due consideration for the safety of yourself and your family. In particular, during the period of Ashura, please be careful not to approach religious facilities such as mosques or places where religious events are held carelessly.
(1) Obtain the latest safety information from local media, etc., and be mindful of safe behavior.
(2) Do not approach areas where marches or rallies are taking place carelessly.
(3) If you encounter a procession while moving, etc., leave the area immediately.
(4) Avoid approaching places that are likely to be targets of attacks (religious facilities, locations where religious events are held, government agencies, military and police facilities (including vehicles, checkpoints, etc.), China-related facilities, etc.) as much as possible. Always pay attention to your surroundings, and if you notice any suspicious situation, leave the area immediately.

5. Depending on the area, restrictions on the use of mobile phone services may be implemented, so please consider securing other means of communication (landline phone, internet, etc.).
