Caution for those staying in Siem Reap, including those visiting the Angkor Wat

July 22, 2025, 7:55 p.m.
1. Check before entering Cambodia (1) Since the military clash in Preah Vihear Province at the end of May this year, tensions have been rising in the Cambodian-Thailand border area, and all land border checkpoints between the two countries remain closed. Please refer to the warning issued regarding this matter (https://www.kh.emb-japan.go.jp/files/100877386.pdf).
(2) Entry requirements A. Passport validity period must be at least 6 months B. Cambodian visa is required There are three ways to obtain a visa: (a) at a Cambodian diplomatic mission overseas, (b) obtain an E-Visa on the Cambodian Ministry of Foreign Affairs and International Cooperation website (https://www.evisa.gov.kh/), or (c) obtain an arrival visa upon entry. For details, please contact the Cambodian Directorate General of Immigration. Please note that if you apply for an E-Visa on a site other than the official one, you may be charged a high fee or be unable to obtain a visa. Please read the related warning (https://www.kh.emb-japan.go.jp/itpr_ja/b_000980.html).
(3) Entry Procedures A. Entry, customs and quarantine declaration procedures are now online as "Cambodia e-Arrival" and can be completed from 7 days before the arrival date via the official website (https://arrival.gov.kh/) or app. There are also websites that pose as legitimate "Cambodia e-Arrival" sites, so please read the related warning (https://www.kh.emb-japan.go.jp/itpr_ja/b_000980.html). If you are not familiar with online procedures, you can apply and register on the day at the terminals provided at the immigration inspection area.
Cambodian immigration authorities have announced that they will be changing from affixing entry/exit stamps and QR stickers to passports to a system (V-Pass) that will send information such as the date of entry and the duration of stay via email. The trial operation period will run from July 1st until the end of the year, but at the moment, it appears that entry/exit QR stickers are still being affixed to passports as before. Please note that rules and operations for Cambodia's entry/exit procedures are subject to change without notice. For more information, please contact the Cambodian Directorate General of Immigration.
(4) Overseas travel insurance In the unlikely event that a medical institution in Cambodia is unable to treat you due to an urgent illness or serious injury, you may need to be transported to a neighboring country or Japan for medical treatment, which will require a large amount of money. In the unlikely event that this occurs, we strongly recommend that you take out insurance that covers the transportation costs. Please note that if you use credit card insurance, the regulations may have changed and there are cases where insurance does not apply, so please check carefully before you depart.

2. Points to note after arrival (during your stay) (1) Traffic accidents In Cambodia, people have a lower awareness of compliance with traffic laws than in Japan, and speeding, driving on the wrong side of the road, drunk driving, ignoring traffic signals, and driving on the sidewalk are commonplace, resulting in many traffic accidents. In particular, there are many accidents involving foreign tourists, including Japanese, while riding bicycles or motorbikes, or being hit by motorbikes while walking in urban areas or tourist areas. There have also been accidents in which people have been injured in rollovers or rear-end collisions while riding tuk-tuks. Keeping these traffic conditions in mind, please be extremely careful during your stay and take care to avoid accidents.
(2) Natural Disasters When traveling to visit ruins, especially during the rainy season (May to October), check the weather forecast in advance and avoid going out as much as possible during times when thunderstorms are expected to occur. If, while you are out, the weather suddenly changes, the sky goes dark, heavy rain starts falling, you hear thunder, or there are other signs of approaching cumulonimbus clouds, please take action to ensure your own safety, such as taking shelter in a sturdy building.
(3) Health Management Dengue Fever The Cambodian Ministry of Health has issued a warning to the public in response to the sharp increase in dengue fever cases during the rainy season, and is calling on people to take preventive measures. The most effective way to prevent dengue fever is to avoid mosquito bites, so when going out, it is recommended that you avoid exposing your skin as much as possible and use insect repellent.
Since June, there have been four cases of human infection with avian influenza A (H5N1) in Puok District, Siem Reap Province. All cases were caused by direct contact with sick or dead birds. Please avoid contact with poultry and wild birds, and take sufficient care with hygiene, such as not touching anything contaminated by bird droppings.
C. Rabies Cambodia is considered a rabies-prone country, and you will often see stray and loose dogs. The rabies virus can infect all mammals, including monkeys and bats, in addition to dogs, and is transmitted when the virus contained in the saliva of an infected animal enters the body through a bite, scratch, or other wound on the skin. If you are bitten by such an animal, or even if it is just a scratch, wash the wound thoroughly with soap and running water and seek medical attention immediately.
D. Others In particular, if you have a chronic illness, please consult with a doctor before traveling and discuss the risks associated with overseas travel and the medications you should take with you, and bring plenty of medication with you. We recommend that you have a simple English medical certificate and a list of the medications you are taking prepared and carry them with you. Please refer to the following links for information on common illnesses and injuries and medical institutions.
(4) Passport Management When presenting your passport at the time of entry, when checking in at a hotel, or when exchanging money, you may forget or accidentally drop your passport. After presenting your passport, we recommend that you make it a habit to always be aware of your belongings after checking that it has been returned. If you lose your passport, first carefully check your luggage and clothing pockets. If you cannot find it, retrace your memory of the hotel you stayed at or the last time you presented your passport and inquire to see if you left it behind.
For detailed procedures in case of lost or stolen passports, please refer to the website of the Embassy of Japan in Cambodia. (https://www.kh.emb-japan.go.jp/itpr_ja/passport_lost.html)

Caution in light of rising tensions along the Cambodia-Thailand border (third report)

July 18, 2025, 8 p.m.
1. Tensions remain high in the Cambodian-Thailand border area since the military clashes that occurred on May 28 this year.
Following the announcement by the Thai military on the evening of June 23, all land border checkpoints between Cambodia and Thailand, including the main Poipet-Aranyaprathet border crossing, have been closed, and all people and vehicles, both Thai and foreign, are prohibited from traveling between the two borders, with exceptions for humanitarian reasons such as emergency medical care and student education.
According to subsequent reports, on July 13, a Thai soldier and a tourist beat up a Cambodian soldier at the Tha Moang Thom temple in the border area, and on July 15, an argument between Cambodian tourists and a Thai soldier at the same temple led to chaos as both sides gathered. Also, on July 16, a Thai soldier was seriously injured after stepping on a landmine in the border area.

2. As further changes in the situation and the occurrence of unforeseen incidents cannot be ruled out near the Cambodia-Thailand border, please carefully consider your plans, obtain the latest security information from announcements and reports by authorities, and take sufficient safety measures such as not approaching the border areas unnecessarily if a dangerous situation is predicted. In particular, we ask that you refrain from visiting disputed areas between the two countries, such as Tha Moang Thom Temple and Takrobai Temple, at this time.
