Christmas and New Year's holiday precautions
Dec. 24, 2025, 1:45 p.m.
1. The East Java Police is carrying out "Operation Candlelight" (Operasi Lilin) from before Christmas until the New Year, with the aim of ensuring the safety and security of citizens and smooth traffic flow, and is strengthening vigilance in all relevant areas. According to reports, this year's Operation Candlelight will be carried out until January 2nd, the new year.
2. Around the world, terrorist attacks and indiscriminate killings have occurred in places where large numbers of people gather during the Christmas and New Year holidays. Last year, a car crashed into people visiting a Christmas market in Germany, resulting in many deaths and injuries. We ask all Japanese nationals to continue to be vigilant against terrorism and other crimes during the New Year holidays.
When visiting or visiting places that are likely to be targeted by terrorism (police stations and other security facilities, religious facilities (especially churches and temples), malls and other places where large numbers of people gather, public transportation, hotels, etc.) or their surrounding areas, please pay attention to your surroundings and make efforts to ensure your own safety by leaving the area immediately if you notice any suspicious situation.
3. In addition, the local police will be implementing temporary traffic restrictions on some roads where congestion is expected to occur in order to deal with traffic congestion caused by people returning home. The specific restrictions are expected to change depending on traffic conditions, so Japanese nationals residing overseas are asked to pay attention to traffic conditions at their destinations by listening to the radio and news reports, and to make an effort to obtain the latest information.

Caution during the Christmas and New Year period
Dec. 19, 2025, 11:35 a.m.
1. Things to know before traveling (1) Passport: You must have a validity period of at least six months and sufficient space for visa stamps when entering Indonesia.
(2) Previously, a health and quarantine declaration (SATUSEHAT Health Pass (SSHP)) and an electronic customs declaration (e-CD) were required upon entry, but now, a new website called "All Indonesia" (https://allindonesia.imigrasi.go.id/) has been created, which combines the functions of registering the address of your stay in Indonesia and other details to be submitted to immigration. You can then enter the necessary information and present the displayed QR code upon entry. It is also possible to simultaneously apply for a visa or residence permit: e-VOA (https://evisa.imigrasi.go.id/). There are no fees for procedures other than visa application.
(3) Visa or Residence Permit: There have been several cases of problems with inputting information incorrectly or using fake websites when applying for e-VOA. If you are not comfortable with online procedures, you can also apply at the counter upon arrival.
(4) Indonesian Immigration: When you pass through the manned immigration counter, please check that the VOA visa sticker is attached to your passport. If you use the Auto Gate, no sticker will be attached and your residence permit will be sent to your registered email address later.
(5) Photography within airport facilities: Photography is prohibited near the immigration area.
(6) Bali Provincial Foreign Tourist Levy (also known as Bali Provincial Tourist Tax): This can be paid through the “Love Bali” system (https://lovebali.baliprov.go.id) or at the counter near the international arrivals exit at the airport.
(7) Driving a car or motorcycle: Japanese driver's licenses and international driver's licenses obtained in Japan are not valid not only in Bali but throughout Indonesia.
(8) Overseas travel insurance: We strongly recommend that you purchase overseas travel insurance. If you are using insurance provided by your credit card, please check the terms and conditions before departure and purchase additional insurance if necessary. We also recommend that you bring sufficient medication for any chronic illnesses and, just in case, carry a doctor's letter in English stating your medical history and medication history.
(9) Every year during the New Year holidays, heavy traffic congestion occurs, especially in tourist areas, and traffic restrictions are implemented. Travel may take longer than expected, so please allow yourself plenty of time.
2. Rules that foreign tourists must follow: Comply with Indonesian laws and regulations, respect local customs, and pay attention to the Bali Governor's Notice (https://www.denpasar.id.emb-japan.go.jp/files/100515972.pdf). In addition, follow traffic rules and be careful not to commit traffic violations or cause traffic accidents.
3. Public Safety (1) General Public Safety During the busy period from Christmas to the New Year, there is an increase in general crimes such as showing money, pickpocketing, snatching, and drug-related crimes, so please be even more aware of your surroundings and remain vigilant (https://www.denpasar.id.emb-japan.go.jp/itpr_ja/04_02safe.html#id11).
There have also been cases of fights involving drunk people, including foreigners, resulting in deaths and injuries. Please be careful, especially in busy areas late at night, as you may become embroiled in such incidents.
(2) Terrorism Situation: The Indonesian police conduct "Operasi Lilin (Candlelight Operation)" every year from before Christmas to the New Year to ensure the safety and security of citizens and smooth traffic flow, and strengthen vigilance in relevant areas. While there is no specific terrorist threat information in Bali, West Nusa Tenggara, or East Nusa Tenggara, there have been reports of terrorist arrests within Indonesia, so the threat of terrorism remains latent. When visiting places that are likely to be targeted by terrorism (police facilities, government facilities, religious facilities, large shopping malls, nightclubs, etc.), please pay attention to your surroundings, and if you notice any suspicious people or situations, please make your own safety your top priority by leaving the area immediately.
4. Preparing for Natural Disasters: Natural disasters such as earthquakes, volcanic eruptions, and rainfall and flooding are occurring one after another throughout Indonesia, including Bali. As it is the rainy season, the weather is particularly rough, causing high waves and heavy rains, making it more likely that damage such as fallen trees and landslides will occur in various areas. We recommend taking this opportunity to prepare and check evacuation sites, evacuation equipment, emergency contact information, etc., and to share information with family and friends in case of an emergency. If you rely solely on social media apps to contact your family in Japan, you may not be able to contact them if there is an internet outage, so we also recommend considering mobile phone roaming.
A tsunami hazard map is published in the museum's "Safety Guide (Natural Disasters)" (https://www.denpasar.id.emb-japan.go.jp/files/100604543.pdf).
5. Infectious diseases During the rainy season, mosquitoes are more likely to breed than usual, which increases the spread of infections such as dengue fever. Please take measures against mosquitoes, such as using insect repellent. Also, outbreaks of rabies continue, so please be careful not only of wild animals but also of animals kept as pets. For more information on infectious diseases, please see ( https://www.denpasar.id.emb-japan.go.jp/itpr_ja/04_02safe.html#id10 ).
6. Consulate-General services during the New Year holidays The Consulate-General will be closed from Tuesday, December 30th to Thursday, January 1st. During these closures, emergency matters related to human life, etc., can be handled by calling the Consulate-General's main telephone number (+62) 0361-227628.
