Attempted fraud case targeting Japanese nationals
Oct. 9, 2024, 7:56 a.m.
[Main text]
1. Case Summary (1) A Japanese national living in Alabama received an email from an unknown individual claiming to be an American man requesting that he provide private Japanese lessons for a fee in order to move to Japan with his 17-year-old daughter. Out of kindness, the Japanese national agreed to the request.
(2) The other party offered to pay the tuition fee in full in advance for the amount of $480, but at the same time explained that “I will receive a check from another person for an amount that exceeds the tuition fee, and I would like you to refund the difference.” The other party then sent me a check for $3,550 at a later date.
(3) When I told the other party that the deposit procedure for the check I received would take some time, they asked me to transfer the urgently needed amount of $950 in advance before depositing the money. However, I later received a call from the bank telling me that the account for the check I had received had been frozen. I realized it was a scam before I transferred the money, so I was not harmed.
2. How to avoid becoming a victim (1) If you are involved in a financial transaction with a person you have not met through email or social media, please be extremely cautious. Do not make any decisions on your own, but take careful action by consulting with your family, friends, the police, etc.
(2) In the case reported to us this time, there were some unnatural aspects from the very beginning, such as the English of the recipient, who claimed to be an American, being full of grammatical errors and telling a personal story about his own circumstances. In addition, the check that was sent was issued by the name of a real company in California.
(3) We ask all Japanese nationals residing in the United States to be aware that in addition to this case, there have been other telephone scams in the United States in which intruders pose as bank employees or police officers, and to be careful not to become victims.

Hurricane Milton approaching Florida
Oct. 7, 2024, 11:36 p.m.
1. Tropical Storm Milton, which occurred in the Gulf of Mexico on October 5, has developed into a Category 4 severe hurricane as of the 7th, and is moving east toward the west coast of Florida. It is expected to further strengthen and make landfall in the Midwest of Florida on the 9th, which may cause high tides, flooding, and serious wind and water damage. In particular, the previous hurricane Helene has caused river levels to rise in the Midwest of Florida, and with debris removal work still ongoing, there is a risk that the damage will worsen.
As of the 26th, Florida Governor DeSantis has declared a state of emergency in 51 counties in Florida, excluding the northwestern part of the state. In addition, several county governments in the midwestern part of Florida, where the hurricane is expected to pass, have issued evacuation orders to their residents, and further evacuation orders may be issued in the future.
3. Those who are staying, residing, or planning to stay in the hurricane's predicted path should check the latest evacuation instructions and orders from the Florida and county governments, and take steps to ensure their own safety by making advance preparations (stockpiling water and food, refueling vehicles, etc.) in case of power outages, water outages, road closures, fallen trees, etc., and by considering evacuating to a location outside the hurricane's path.
4. If a major hurricane makes landfall in Florida, we may contact you by email or phone to confirm your safety after the hurricane has passed. We appreciate your cooperation.
