Overseas Safety Measures Information (2nd Quarter of FY2025 (July-September))

1. Social and Security Situation, etc. (1) Military Clashes Near the Cambodian Border On July 24, military clashes broke out between the Thai and Cambodian armies in the northern part of the border with Cambodia (Sisaket Province, Surin Province, Buriram Province, Ubon Ratchathani Province), and attacks continued thereafter. On July 26, military clashes also broke out in the southern part of the border with Cambodia (Trat Province, etc.).
A ceasefire agreement was reached between the two countries on July 28th, and although there has been a certain degree of calm since the ceasefire came into effect, tensions remain.
The Ministry of Foreign Affairs has issued a risk information level 3: Avoid all travel (travel advisory) for areas near the Cambodian border (within 50km of the Cambodian border in Sisaket Province, Surin Province, Buriram Province, Ubon Ratchathani Province, Sa Kaeo Province, Chanthaburi Province, and Trat Province). Please refrain from traveling to these areas for any purpose.
(2) Terrorism Situation in the Deep South of Thailand During this period, an average of approximately 17 incidents involving firearms and explosives, suspected to be related to Islamic militant groups, occurred per month in the deep south of Thailand (Yala, Pattani, Narathiwat, and Songkhla provinces).
The Ministry of Foreign Affairs has issued a risk information of "Level 3: Avoid all travel (travel advisory)" for Yala Province, Pattani Province, Narathiwat Province, and parts of Songkhla Province (Jana, Thepa, and Sabayoi districts). Please refrain from traveling to these areas for any purpose. Please also note that a risk information of "Level 2: Avoid non-essential travel" has been issued for all districts in Songkhla Province other than those listed above.
(3) Explosion incidents in southern Thailand In June of this year, a series of incidents occurred in which explosives were discovered in tourist destinations in southern Thailand, such as Phuket and Krabi. Although no injuries or other damages were reported, Japanese residents and travelers in the area are urged to make an effort to obtain the latest information and take the following measures to avoid being caught up in any unforeseen incidents.
*In particular, areas around tourist facilities, event venues, restaurants, hotels, shopping malls, public transportation, religious facilities, etc. are prone to terrorist attacks because they attract large numbers of people, so caution is required at all times.
In addition to local media reports, please make an effort to obtain the latest security information from Tabi-Regi and the Overseas Safety website, etc., and be sure to take appropriate and sufficient safety measures according to the situation.
2. Crime Trends, etc. (1) Crime Trends There were 38 reported cases of crimes committed by Japanese nationals during the second quarter of FY2025. This is a decrease of 8 cases compared to the previous quarter. The most common type of crime was pickpocketing, followed by fraud (such as counterfeit money fraud).
(2) Case files of Japanese nationals
During the second quarter of fiscal year 2025, five Japanese nationals were arrested by Thai police for violations of the Immigration Control Act and other offenses, and eight Japanese nationals were deported.
(3) Other points to note [Regarding issues related to TDAC (Thailand Digital Arrival Card)]
● Recently, there have been some issues with people registering using sites other than the official TDAC (Thailand Digital Arrival Card) site, such as being charged a fee or being asked to enter credit card information. As there are also fake TDAC sites on the Internet, please be sure to use the official site when registering.

[Regarding the so-called "show me your money" scam]
● In Bangkok, there have been a number of reports of people falling victim to the so-called "show me your money scam" in which Middle Eastern or Western men (or men and women) approach people and ask to see their Japanese banknotes, and then have their cash or credit cards stolen during the transaction, so please continue to be vigilant.

● We have received many inquiries regarding lost or stolen passports. The number of inquiries this term has remained at a high level, with 59 cases (17 of which were thefts). In crowded places, please keep your bag in front of your body and avoid putting valuables such as wallets in your back trouser pockets or in easily accessible places in your bag.
● Please take care to store your passport in the same way as any other valuable item, and take steps to prevent loss or theft by not carelessly placing it in an outer pocket of a backpack where it could easily be taken out by a third party.

[Warning about special frauds, etc.]
● In recent years, there have been many cases overseas, mainly in Southeast Asia, where people have been detained by local police after being forced to take part in crimes as so-called "callers" in special fraud cases.
● There are cases where people are lured by the promises of illegal part-time jobs such as "high income overseas in a short period of time" or "easy translation work" and travel abroad with the easy thought of "I can travel abroad and earn some pocket money," and end up unintentionally becoming perpetrators of fraud crimes. Once you become involved in such illegal part-time jobs, even if you want to quit, your passport will be taken away and you will be placed under house arrest. You will also be blackmailed using personal information about yourself and your family, making it impossible to escape. Not only that, but you may also be assaulted or seriously injured due to trouble within the organization.
● Please be fully aware that jobs that offer high compensation in a short period of time are not usually available overseas, so please do not apply for such jobs lightly and act with great caution so as not to unintentionally become the perpetrator of a crime.
